Family of EU stranded in a red list country

Hi,

I have only found out today that in addition to applying for EEA Settlement scheme for myself(italian), wife( non eu citizen), we had to get my wife a new residence card ( settlement biometric card) that is not possible as of now as she is in Pakistan which is due to enter in UK travel red list from 9th april. We have tried to arrange a flight before the red list gets in place but not available through any airline. She had a return flight already booked for the first week of june.

My fear is that if the red list is not lifted before the 30 june , she might not be able to come back.

Her current eu residence card expires in 2022 and has been granted pre settled status.

She is there with both our sons( 1 italian and 1 british).

Will she be alright to come even after 30 june with the current eu residence card?
