I don't see a contradiction. It is exceptional and the way I read it, it would apply to specific named individuals after an assessment by the SSHD/Home Office.

Irish citizens who are not explicitly excluded after an assessment by the SSHD/Home Office can reside in the UK on the same basis as British citizens.

The linked articles show, the "assessment" is not singular, but is instead continual for Irish citizens living in the UK: they can be told to leave the UK and can be forceably removed. Which makes their stay in the UK conditional; conditional on their continual good behaviour.
