UK Marriage certificate, EU Spouse of non EU National, EU Family Permit refusal

i married an EU National in UK as non EU National but home office refused to issue me a family permit and i lost initial appeal too in tribunal then i left UK voluntarily in emergency due to my parent critical health condition in my home country. My question is : is my marriage certificate valid because home office and lower tribunal refuse to issue me family permit on the basis of marriage. in other words am i still single and not married in the eyes of UK government? I am thinking to apply for Canadian express entry and for that i want to know if i should write in application my status single or married.

If you only have islamic marriage then yes, you are single in the eyes of the UK Government.

Who was the marriage certificate issued by? Was it issued by a marriage registrar? Also, where in the UK (England, Wales, NI or Scotland) were you married?

in London by registrar according to UK law.
