Bulgarian Girl/f, 13 yrs living in Spain moving to ireland?

Hi

I'm an Irish citizen and my girlfriend is a Bulgarian citizen but she has been living in Spain for the last 13 years (since she was 12). She was here for 3 months, left again for a month and came back again for another 3 months, left again for another month and is now back again.

She wants to get a job here but the conditions for a permit seem quite awkward. Does the fact that she's lived in Spain for 12 years make any difference? I guess Could she apply for citizenship in Spain and come here then as a Spanish citizen?

Also do you think that in 2009 the rules will change for Bulgarian Citizens wishing to work in Ireland?

Any info would be appreciated.

Have a read of this webpage. There you will see, in respect of Bulgaria and Romania, :-

Towards the end of 2008, the Commission will review the operation of the free movement rules. Member states must notify the Commission of their intentions in respect of free movement for the three years until the end of 2011 – they may continue restrictions or may remove them.

I do not think that it is yet clear what will happen as from 01.01.09, and indeed different things may happen in different EU countries.
