Even I applied with one photograph only on 10-Oct-2008.

My parents when they applied for UK visitor-visa had to submit one photograph each.

Its fine as per the guidelines you pasted. Also, they took a photograph during biometric scanning. So, why worry...

Some forum shows that people submit two.. Thats why...
