Family member of an EEA citizen but going through ILR route

Hi,

I am a bit confused about this section in the application:
Are you either:
An EEA or Swiss national
A family member of an EEA or Swiss national
Yes

Will you use your Indefinite Leave to Remain (ILR), including ILR granted under the EU Settlement Scheme, to apply for British Citizenship?
Yes D

Do you have a permanent residence card or document?
No
So I am a Russian national and I got my ILR last year through the Tier 2 route and this is what I will be using for my application. However my mother recently became a citizen of an EU country so technically I am a family member of an EEA national (unless they are referring to spouses only but that's not clear). So based on this that's how I answered those questions.

However when I get to documents I get the following:
proof of Nationality
You must include your:
passport or EEA national identity card
UK permanent residence card
evidence of freedom from immigration time restrictions
You must have a permanent residence card before you can apply for citizenship Apply for a permanent residence card.
There is a separate tick box asking me for my Russian passport and this one seems to refer specifically to EEA-related comments.

I am wondering whether I should just say no to being a family member of an EEA citizen as I am not following that route anyway or whether here I should just upload my Russian passport. Leaning towards the former. Any thoughts?
