IS151A - Revocation - Cost

Hi,

Would be highly obliged if anyone could anyone could answer my doubt,

I was served form IS 151A in 2003 ( 19 years back) ,
I was told it is ` administrative removal’.
It was issued for working extra hours while I was a student in the UK ( student visa)
To apply for a UK visa gain , should I apply for `Revocation’ of the removal notice first and will I be asked for cost of removal ( flight fare etc..)

Any suggestion would be very helpful.
