Thank you for the reply. I have another passport that would require a visa to enter the UK and the reason I want to use it is to get a clear denial based on a possible warrant or get an actual visa and then I know there is nothing going to stop me at the border. Just a few days ago, Scottish police arrested a person in Glasgow the Americans accuse of having faked his own death. So, be aware that there is close co-operation between the police forces of the two Anglophone countries and factor that into your plans.
As an aside, Americans normally do not need to apply for a visa to the UK. They can be given a visa at the border (at Brussels or Paris, if coming by Eurostar or at Calais or at the sea-port if coming by ferry). So, why don't you try to come by Eurostar? If anything gets flagged up, they will refuse you the visa at that point and you will know that something flagged up on the system.
