NO TIME LIMIT VISA Lapsed/Returning Residence Visa

Hope you all are doing extremely good. I need a help here regarding "No Time Limit" visa.

My mother has "No time limit BRP card" and she has been out of UK for more than 2 years by 6 months
since she left UK. Now she is trying to come back to live and settle in UK.

I think now she has to apply for Returning residence visa?

we are planning to show her family ties to UK. Me, my brother and sister, we all are settled in UK.
I am British citizen, my brother and sister has No time limit visa.
(Note: My dad also has no time limit visa. he is also back home with my mother but he has not been away
from UK for more than 2yrs. he will come back to UK to settle before that)

Well she had chance to come to UK last year when there was covid 19 pandemic going on. she could have quarantined herself here in UK hotel for certain days but it was difficult for her. so that plan was cancelled.
But also back home where she was during that period was in covid Red list on and off. Don't know exact dates.

so what documents we can produce to show her family ties to UK?
(Note: she don't have property and business in UK. she don't have bank account or any bills. She doesnt get any public fund from UK)
also how can we prove because of covid travel difficulties she couldnt come back to UK on time?

could you please give me solutions and bit more information about how can we apply residence return visa
for her and what documents we have to provide to support her case. Thank you very much.

Her ILR has lapsed now. So she cannot come back as she can be refused entry. She must apply for the returning resident visa and prove that she has strong ties to the UK in order for her ILR to be reinstated. The guide below has more information
