Spouse/Dependent visa, ILR sponsor

Hello everyone, any help really appreciated

I have gone through many posts, apologies if answers to any of these questions already discussed

1. Is there a time limit, how early we can apply?
Planning to arrive in UK in 1st July, can we apply 1st April?

2. Does home office take into consideration intended time of arrival when issuing visa vignette? My worry is visa date is much earlier than intended date of arrival, and we only have 30 days to enter UK

3. I have two 6 years old daughters, will be applying with my wife at same time for visa. When completing spouse application, question "Do you have any dependant children?" which I answered "2" with details, then another question later "Provide details about sponsor's dependents?"

I am confused about second question, is it asking if sponsor have other biological children not shared with current spouse? In that case, do I just answer no, or I need to repeat my answer "2" with same details again

This was extended to 90days during the pandemic not sure if still like this or not.
