Childs 3rd British passport renewal,WRS, MN1

Hi everyone,
I have exceeded my abilities of proving to HM Passport Office (since September 2021) eligibility of my child British Citizenship during passport renewal application.
Both of my kids were born in the UK and had no other but British Citizenships since birth (2010 and 2011) and were British Passport holders since Birth.

Both citizenships received on the basis of me as a father exercising EU treaty rigths as an A8 national in the UK. I'm legally residing and working in the UK since March 2002 complying with all self employment visa conditions.

During this passport renewal for my son, HMPO have requested to prove eligibility by submitting SAR with HMRC, that was obtained, sent to HMPO and showed one employment entry in 2005-06, then HMPO came back saying I should have registered that employment with WRS and I failed to do that!

I have called Home Office at the beginning of May 2004 enquiring about registration requirements. I was informed verbally by HO adviser, due to my self employed visa was granted before 1st of May 2004, I don't have to register as my details are on the HO system, so no further registrations, would I be employed, have to be carried out with the Home Office.

HMPO have written back saying due to error in requesting relevant documents when applying for both kids first passports, both kids are not eligible for British Passports and have to be registered as British Citizens using MN1 form free of charge to proceed with passport application.

After reading through the MN1 form, I have had some questions and called UKVI for guidance, explained the situation, given my details, and was told, I don't have to go through with MN1 and instead request SAR (Subject Access Request) from UKVI and Certificate of Exemption from registration for WRS which would prove the WRS is not applied for people residing in the UK prior to 1st of May 2004. Both requests have been made and SAR from UKVI have been received and forwarded to HMPO, Certificate of exemption have not yet arrived, it is been two months since the initial request.

HMPO was sent HO official WRS guidance booklet of who had to or didn't had to register, but HMPO is not satisfied with only SAR from UKVI which shows all immigration application made since 2002 until naturalisation in 2013 and requiring the Certificate of Exemption...
I have contacted 3 separate law firms specialising in Immigration Law, only to be told they would have taken exact same approach in getting this matter sorted and asked me to contact them at the later date when I'll have official refusal from HMPO to proceed with passport application.
I have also contacted my local MP for assistance in getting to the bottom of this.

I Would be most grateful if anyone can share theirs experience if same situation have occurred and advise of which other steps I should take?
