advice needed ILR

Hi all

I applied for ILR(5 year hsmp) last year was refused then i apply for review they ask me some evidence i snd them .

MY questions is my case is under awaiting further consideration from 6 months ( i only send covering letter and evidence ) My circumstances has changed now i am qualified now for ILR (refusal was for absences ) can i apply fresh as my letter is still pending . plz advice .
