Details of EU and UK family member

Recently I noticed on visa information page they are asking to provide details of EU and UK family members if they are living there.
Are they legally allowed to ask this information or its against Data Protection?
My concern is if any family member isn't applying Irish visa or intention to travel to Ireland then why they want to know who and where they live.
I never seen any other country asking similar questions related to family members.
