You can reply to them and tell them that your child is a British citizen. You truly don't have to do anything.
No sin in failing, you just have to try and try again!

Agree. I think your UK-born British child is not an “overseas visitor” for the purposes of NHS charges.

I can see what they are trying to say, even if the termonology is a bit strange. That appears to be a generic letter they have decided to send out to those mothers who have a valid Immigration Health Surcharge.

It's actually very helpful of them to point this out to save a shock when they have to pay for their child's healthcare after 3 months (or sooner if they have left the UK). Some/many on Limited Leave to Remain visas seem to think their child born in the UK can have bill free NHS care, when they can only have it for 3 months: which is why they need to get a visa for their child before that 3 months is up if they don't want to be billed.

Anybody who does not have at least ILR, is seen as a visitor for NHS purposes.

However, a child born in the UK to a British citizen parent, is born a British ciitzen, As a British citizen who resides in the UK, they can use the NHS for any free treatment the NHS provides.

Have you registered your child's birth?
All births in England, Wales and Northern Ireland must be registered within 42 days of the child being born.

Page 15 and 16.
Exempt categories of person
The following categories of overseas visitor are exempt from charge:
Those who have paid the health surcharge or are covered by transitional
arrangements
A child born in the UK to an above-mentioned exempt person is also exempt
from charge up to the age of three months provided that the child has not left
the UK since birth.
The 3 months is to allow the parent/s time to have a visa granted for their baby. Being granted a visa means the health surcharge would have been paid.

Otherwise, 50% is added to the national NHS bill. Even with private insurance, the payment is made to NHS England in advance of treatment and they claim the money they paid the NHS, back from their private insurers.

Although that letter states that treatment at an A&E is free for visitors, the UK government ran a consultation to see if they still wanted to provide some free treatment for visitors, or if they wanted these to pay. All the free treatment is funded by taxes and NICs and it was asked what free treatment they still wanted to provide to visitors, when visiting Brits are not given free healthcare in their country. The result was that they did not want to continue fund free healthcare for visitors. e.g. treatment in A&E, free ambulance, paramedics going to treat people etc

I've just noticed on page 15 This chapter sets out details of all services which are free of charge to patients, and of all groups of individuals who are entitled to receive healthcare on the same, or similar basis as an ordinarily resident person.
at the bottom it states
Making a fair contribution: Government response to the consultation on the extension of charging overseasvisitors and migrants using the NHS in England (published 6 February 2017) stated that the Government is stillconsidering its proposal to extend charging for overseas visitors to services provided at an A&E unit or similar.

Thankyou all for the replys, I emailed them (they didn't want to answer the phone) explained I was the dad and got a lengthy email explaining why the letter was sent out (e.g they can only go with what info they have on the mum) but now they know I'm the dad ok ... "we've updated our information thankyou" end of convo .. 🙂👍

And we registered her with our local council a week after her birth which was a very straight forward procedure which was nice
