EEA family permit for mother

Hi everyone,
I'm here for advice and information, please forgive me if I post in the wrong place.

I'm Italian living in UK with pre settled status. I want to bring my mother to visit me in UK and she lives in Italy.

What is the best way to do it, should I play for family permit or visiting visa?

She's not EU citizen. Do I need to apply for family permit or visit visa?

Failing that, you could look at using free movement to an EEA country and exercising treatry rights there, to bring your direct family member.

And my mother is currently living in Italy with Italy permanent residence.

No she doesn't have any reason because she was living in Italy then.

Im referring to the new family permit rules after Brexit. Please See the below here

EU Settlement Scheme family permit to come to the UK if you’re the family member of someone from the EU, Switzerland, Norway, Iceland or Liechtenstein.

I just want to know if I can still use this new rules to apply family permit for my Mother to come and live with here
