HB & Council Tax claimant/bill question

Regarding HB and CTB for situations where one spouse has ILR and the other does not yet have recourse to public funds, it is stated often on the boards that 'for HB and CTB the income disregard is the same ... for a single parent with child ... and for a couple plus child.' However, if the Council Tax bill is in the names of both parents, then how can a claim be made for a single parent with child?
