Applying UK visit visa from USA

My parents are in USA with visit visa, can they apply UK visit visa from USA or do need to apply only from India only as they are Indian citizen and went to USA on visit visa

Not sure that there's actually a rule against it. They just might not get the visa issued as they are applying from a country that isn't a usual residence or country of citizenship.

ECO might mention that. Also, it's hard to prove ties to a country from another country.
