workpermit for shortage list

I am structural engineer in UK and going to apply for work permit.My question is-

IS structural engineers are going to be added in shortage list from 27th nov 2008 or it is already aplicable.

Which will be better if I apply work permit before or after 27thnov 2008?

My master degree is not Uk university regognised list for english medium but my Bachelore and Intermediate degree are regonisged in Uk list for english proficency.

Do I still need to give English test exam?

If I donot need english test can I still write my master degree qualification alsong with bachlore inl in form?

how long will it take to recive workpermit letter AFTER my employer apply my application for work permit?

Do work permit holder who applied in shortage list need to go home land for entry clearance? I dont know as i am applying for 1st time in uk.

You cannot apply for a work permit, an employer has to apply to get one so that they can employ you. Unless you have already found a suitable employer there is almost no chance. Structural engineering is not on the current shortage occupation list. See http://www.ukba.homeoffice.gov.uk/sitec ... gelist.pdf.
Work permits are going and will be replaced by Tier 2 of the points based system on the 27th of THIS month. Unless you find an employer to sponsor you AND apply before then you cannot use the work permit route.
