ILR Application Date

Hi Everyone, I am due soon to apply for my ILR under Tier 2 (General) visa route. My 1st General visa was granted on 27/12/2017 but I arrived in the UK on 13/01/2018. When is the earliest I can make ILR application? Home office website says "The earliest you can apply is 28 days before you've been in the UK for 5 years on a qualifying visa". I am not sure whether this should be counted from 27/12/2017 or 13/01/2018. Can you please help? Link to any supporting documentation will be helpful for me.

Tier 2 route does not exist anymore as it was replaced by the Skilled Worker route. The 5 years starts from first visa ISSUE date
