I had my Schengen visa from the French embassy, I would like to know if I can get a work permit C in Belgium ...

As far as I know, Schengen visas are for tourism purposes only. It doesn't make it any easier to obtain a work permit in a Schengen country. Read the rules on obtaining a work permit in Belgium to see if you qualify.
