Travelling to the Uk with a 'residence card of a family member of a union citizen'.

Hi,
My cousin is an EU citizen (Spain) and his wife who also lives with him in Spain has a 'residence card of a family member of a union citizen'. They would like to visit me and my family for a short time during the August holidays.
We are assuming that he can travel visa free to the UK but are not sure about his wife as she is a family member of an EU citizen. Would she need a visitor visa or a family permit to enter the UK?
In Spain the card is called a 'tarjeta de residencia permanente'.
Will really be grateful for any advice.

Yes, visitor visa.

UK is not in the EU any more, so family member of a Union citizen residency doesn't matter.
