EEA citizens and their spouses (not unmarried partners) still have grandfathered-in rights for non-EEA citizens who were their family members before 31st December 2020, under the Withdrawal Agreement.
So are you saying that post Brexit, EEA citizens already living in the UK (pre settled/settled) can still bring in their spouse free of charge. Parents will however need to demonstrate financial dependency, typically by regular financial transfers over a period of time, on either an EEA citizen or their spouse.
Correct, provided the marriage took place before 2021.
I think your mother may be able to apply for an EUSS Family Permit.
