UK born child passport renew from PAKISTAN Divorced parents

I need help regarding following;

My cousin (Pakistani National) got divorced from her British husband and then she left for Pakistan in 2009 along with her child (British) aged two.
The child’s British passport expired in 2014 and he’s still in Pakistan. Now he’s turned 16 and wants to obtain British passport.
My question is whether UK High Commission going to contact his father in regards to this application or not ?

It is a passport renewal and nothing more so no contact will be required with the father.
This assumes that the child left the UK with the full agreement of the father and there are no red flags to alert the authorities if he was to turn up in the system.

As in last year one of my friend renewed his kids passports so 2 of them done and on one of them they asked marriage certificate current proof of address of parents !!
