Sponsor Tier 2 visa job code, required salary

We are a small practice company- has a staff working under a graduate visa (the job is between as bookkeeper and accountant). Now we would like to apply and sponsor.
1/ This position acts as an account technician (job code 3537). He had graduated Bcs Accounting in another country and finished Master business in UK. Does he need to apply Ecctis certificate (compare Bcs Accounting degree equal to Level 4 as job code 3537 required, I am confusing this point and information on their website, not sure they do this job)?
2/ The current salary we are paying him 28hour/ week and £16.5/h. Does this amount satisfy the salary to sponsor?

Expert and experienced persons advice highly appreciated.

The SOC can only really be answered by you the employer. It is very difficult to comment without knowing the duties performed and their position within the company.

Their qualifications are irrelevant unless the job role requires a prescribed qualification or accreditation or chartered status.

Minimum pay per hour will be governed by the SOC, so until you know one you can’t comment on the other. All that can be commented on is the role must pay £26,200 per year unless a higher amount is required by the SOC. There are exceptions to this for shortage occupations.

Sorry for the late reply. The job description 3537 is likely the same as he is doing in my company.
But my concern is requirements of the job code 3537 "...Entry requirements of this job:
There are no formal academic requirements. Professional qualifications are available from the Association of Chartered Certified Accountants and the Association of Accounting Technicians. These qualifications can be linked to NVQs/SVQs in Accounting at Levels 2, 3 and 4. Exemptions to professional examinations may be granted to those with certain academic qualifications....".
He is holding a master business. I am not sure the condition above is "must" hold an Accounting at level 4? and "Exemptions to professional examinations may be granted to those with certain academic qualifications" how can I check this exemption? can you help me any specific law/legislation I can read more detail of this.
In addition, he has great experience= worked with multi-international company as an Accounting Manager.

Hi,
Unless the role is for a chartered or certified accountant there is not really an absolute accounting qualification for an accounting technician.
While the degree is in an associated business area and individual has the experience I do not think that would necessarily overcome the lack of a formal accounting qualification. If the degree gives exemptions it would have to be stated on the accreditation bodies lists. This is usually for students that gain specific degrees in accounting, finance etc This exempts them from the pre professional ACCA / CIMA modules.
The expectation would be for the individual to be part qualified ACCA / CIMA - usually to the point where they are starting their professional accreditation. So I think it is slightly overreaching to say the individual meets the expectations / criteria.

With say AAT I would expect the individual to hold the qualification in order to meet the criteria.
