Child Visa to Join Parent in the UK

Hi,
I am making inquires for a family member.

If the father gets ILR - PBS dependent spouse route -5yrs, can he apply to bring his child to the UK?
What type of visa would he apply for and which form should he use for the child to join him in the Uk?

Background info:
This child is from another relationship and will be 18 in a few months. Before the father came to the UK, the child usually lives with the dad and the dad's wife.
when they migrated on the tier 2 visa, the child went to live with the relatives of the dad.
The dad has obtained legal rights through court orders.
the child's mother is still alive and doesn't take an active role in the child's upbringing.

Greetings,
Can a moderator or any knowledgeable user of this platform say which form I can use to apply for Indefinate leave to enter (ILE) for a child under 18. One parent is settled (ILR) in the UK and has sole responsibility for the child in question.

So for the last 5 years the child has not lived with his father?
The father’s ILR makes no difference to the situation at all. He could have brought the child with him as a dependent of his spouse at the time he came to the U.K. That assumes he had the legal route to do so through sole responsibility and the appropriate court authorities.
The issue is not so much the visa route, that would be as a dependent of a settled person but more the issue of justifying the child’s dependent status given the five years that the child has not been with the father.

The Home Office are not going to readily accept the dependency and it is an obvious attempt to gain LTE in advance of turning 18.

The child has been living with the father's sister. The father only gained full custody through the courts a year ago.

Include evidence of sole responsibility, etc., and apply for child to join him.
