National Entitlement Card/ Concessionary Travel and Public Fund

Someone on a student visa has asked me if they could get the NEC/ free bus pass for their children on student dependent visa.
I have seen a mixed answer online as to whether it will be classed as having recourse to public fund.
I will appreciate it if someone can help with some info and links where applicable.

The information on the Scottish government website and legislation website used terms like “every child living in Scotland” “All young people and children aged 5-21 can apply”.
