Naturalization - Proof of residence

My brother has settled status for more than 12 months and he is an EU citizen. He does not have immigration stamps on his passport so he needs to prove his residence but does not have p60 or payslips. Can he use income tax history record of 5 years that he has printed from HMRC website? Please guide.

You can use all sorts of letters addressed to him. These can be GP, utility, education establishment. Provide what you have and write a cover letter saying these are the only documents which are available to him to provide to Home Office
