question regarding a work permit obtained overseas

Hello all. Sorry that i've been bothering you all with my questions, but today i called the Home Office and they said that my GF who is on a work permit can apply for her ILR 28 days before the permit expires but they needed to know where they work permit came from if it was from the the Philippenes or the UK.
She obtained it from the Birtish Embassy in the Phils will this affect her application for the ILR?

That is quite strange becaause work permits are not issued by British Embassies. Perhaps they mean her employment visa? That's a separate thing.

sorry your right it was the Visa but i thought a Visa and work permit was the same thing.
so when her working Visa expires can she still apply for the ILR 28 days before the expiry date?
EDIT

Just found out that she got her work permit over here through her employer who got this from the home office.

I suggest you/she goes through the BIA website on applying for ILR. She needs to have spent 5 years in the UK - has she?
