Probationary Citizenship - Question About Voluntary Work

I got my work permit in March 2005 and will be eligible to apply for ILR/probationary citizenship in February 2010 by which time I will most certainly be under the new rules of earning my citizenship.

These rules come out late 2009 and I will have only a few months to act upon them. So does that mean I need to start on community/voluntary work now so I can show them 1 year of it or does this have to be done after I am granted probationary citizenship (which is after 5 years)?
