ILR - PCN Ballot Enforcement Notice Deceleration

Hello There, I have been following this forum for anything and everything related to my immigration queries. And I would like to ask my question one time before I apply for my ILR. I knew there were many threads been answered about PCN in the past but I believe my case is slightly differently and worth taking advice in this forum.

To explain my case, I looking for a clarification on my PCNs. I have received 2 PCNs in total, one is from private parking charge notice which is paid on time and cleared. I have another one is from bus lane PCN, which was sent to my previous landlord unfortunately I have received it lately so when I received it was already gone to Enforcement Ballot stage then I immediately paid the penalty and clear the ticket.

My questions here are,
Should I have to declare both PCNs in my ILR application?
Would it have any impact on ILR decision?
Should i need to consider going with Immigration lawyer for my case?

Your answers will be much appreciated.

Cases like yours - same queries, nothing different - have been responded multiple times in the forum, and some very recently.

PCN's are fines on your car, not on you (or licence).

You don't need to declare these at all!

I thought since its gone to enforcement ballot I thought I need to declare this in a cover letter or good character column. you final comments on this?
