1. Is an IT manager of a VAT registered company acceptable for a professional referee? He does not belong to a professional body.

2. Is a "Head of finance" of a VAT registered company acceptable for a professional referee? He does not belong to a professional body.

I don't think either will qualify. Surprised that "Head of Finance" is not professionally qualified.
One of them may be ok for the other referee. Try and find another for the professional.

I think the first referee falls in this category? it should be acceptable.
