Hi there

I am applying for ILR and I the form asks if I ever had a visa refused in countries other than the UK

I never had any visa application refused. As a Brazilian passport holder I had to apply for visitor visas to Japan, USA, Canada, China, Taiwan, Australia and all these visa applications were successful and I visited all these countries

In 2010 I was expatriated by my company in Brazil to Singapore. As part of the process, the company (not the person/employee) have to apply for a Employment Pass (EP). The company made a mistake in the application as they informed my salary only and did not inform my whole compensation package. As consequence, the application was refused and the MOM (Ministry of Manpower) informed the reason for the refusal - Salary incompatible with the position. My company (not me) then made an appeal to the same EP application, added the missing information about my compensation package and the EP was approved

My understanding is that the answer to the question is NO since I never had a visa refused and even this EP applied by my company was also approved after an appeal

Is my understanding correct? Appreciate your help

as further clarification, the EP is a Singapore work visa

I don't know about EP but your explanation makes it out to be a visa.
Declare it, explain it was later granted when required details were supplied.
It should have no adverse effect on your application.

How he should disclose? mark NO on the form and send a letter explaining his situation?

Application refused = Yes.

Explain in additional information section or by letter why it was refused and that on appealing it was then granted with appropriate documentations were provided.

have same situation. visa approved in another country after an appeal. dont know abt singapore but agree with the initial post. a visa approved is not a visa refused and the appeal was for the same visa

he would not be able to work or visit the country if the visa was effectively refused. so think the answer no should be correct in this case and he could be transparent abt the appeal with a letter explaining

do you think it's acceptable to say no to the question and inform the situation in a letter?

The application was refused first, that it was granted on appeal does not erase the fact it was initially refused so IMHO that makes it a Yes. Now OP can provide the further info or detail that it was granted on appeal when he/company presented requisite document.
Visa refusal is not a stigma.
I had visa refusal before and it was later granted on appeal.
Till date when asked the immediately above is always my response and I have not being refused a visa or entry into any country since then.
Wonder why OP considers it an issue now considering he is applying for ILR, so what was the response given to same question on his previous application(s)?
