A strange report, possibly out of date? Why? Well since 1st February 2005 it has been effectively impossible for a non-EEA citizen holding just a visitor's visa (issued for six months or less) to go to a Register Office and give "Notice of Intention to Marry".

Accordingly anyone issued now with such a visitor's visa cannot get married in the UK, and even if they get married elsewhere, they would still need to return to their country to apply for a spouse visa.
