Extend skilled worker dependent visa outside UK

Hi Team,

My skilled worked visa [2nd job] expires on Oct 2025. My wife is still in previous skilled worked dependent visa [which we got during my first job] expires on June 2024.

Currently we both are in India and IHS fees is about to increase by 6 Feb 2024.

1. Whether she can apply to extend her dependent visa outside UK? or need to travel to Uk and apply for extension?

2. Does she gets a new BRP before traveling to UK or have to get it once reached UK?

AFAIK, extension applications are done from WITHIN
