Waiting for cos visa expired

Hello everyone I need kind help issue I'm facing now.
Currently I'm working in it company in uk, they were sponsoring for me and they have applied for increase of members for their license on December 4 initialy home office said it will take 5 to allocattion, but they took 45 days to get response from them, they asked for employers docments to release cos on Jan 16 and my employer sent them required information with in the time line but on 19 on Jan 2024 my visa got expired.
On 1st of Feb got response from HMO they saying employee visa expired so they can't release cos for the employee but here we applied on Dec but they haven't responded on this within the time they said, they have seen my cos application after 19th Jan and they have concluded visa expired but they took 45 days to reposnd instead of 5 days.
I have waited week for cos after visa go expired I have applied for fee waiver application.
Now what I should it was delayed from HMo side, please provide any solution on what should my next step.

The standard time for allocating additional COS is 18 weeks. Did your company apply for and get granted priority service?
