PSW to Student visa

I am currently on my PSW graduate visa. My visa ends August 9 and I want to study a course starting in September 15 (estimate). So it is obviously more than 28 days that they stated. What I understand is that my course have to star within 28 day of my visa expire. what should I do? would I be rejected if I try switching to student visa anyways.

You need to leave the UK on or before 9 August 2024 and apply for the Student visa in your home country.

It would be refused under paragraph ST 4.3 of Appendix Student.

But your university is unlikely to issue your CAS anyway until you show them that you have returned to your home country.

I have decided to leave the UK to apply for student visa. I am wondering if I can use a VFS service in a country that I am not a citizen of. I am thinking to go to Thai on a 60day visit visa and while I am there I will give biometric at their VFS centre. Would that work?
