Changing German ILR for UK ILR

Hi, there; got a query need answering, if you can help.

A friend of our's is a refugee in Germany, with ILR granted some 10 years ago. He has applied for German Citizenship but is awaiting a decision (application submitted over a year ago.) He wants to come and live/work in the UK. Is this possible? timescales? He claims that it is written in his travel document that it is possible to change the document for that of another European country so in theory that suggests it would be possible; but I have not seen this personally and am unsure if this is truely the case.

If he is able to change his travel document for that issued by the UK; would it be a UK travel document he would obtain or a British passport (Nationality) due to the length of time he has held ILR? Where would he apply for this? Would he need any visas or any proof of funds and/or accommodation?

if this is not an option; in what other legitimate ways could he come and reside/work in the UK? How would he apply for this?

I think he needs to be patient and wait for his German nationality to come through.

Armed with a German passport he will have an absolute right to live in any other EEA country, including the UK.
