The children can't apply for ILR directly and you should apply for child dependent visas for them.

The children can't apply for ILR directly and you should apply for child dependent visas for them.
However, as both of the parents are British citizens by descent, the children should be issued with ILE (ILR issued outside the UK) automatically.
If the children are younger than 15, after three continuous years of residence in the UK with both parents, they will be entitled to be registered as British citizens otherwise than by descent under Section 3(5). Such registration must take place before their 18th birthday.

There is no getting around the NHS charge that I know of.
You need to apply online, then they will ask you to go to office to scan a bunch of documents at the office and have your children's pictures and finger prints taken.
