Acceptable Utility Bill - Passport Application

I'm renting a house in Thailand and the Electricity and Water Boards refuse to put my name on the bills as I'm not the home owner.

My only two other options to produce a utility bill is getting my broadband or mobile phone bill translated.

Has anyone been accepted with a broadband or phone bill before?
