What does pre-settled status mean?

Hi,
I was granted a presettled status while outside UK and in the end i never moved there.
I was wondering what does the presettled status mean? Does it simply give me the right to live in UK, or am i automatically considered a UK resident?
And if i am considered a UK resident, could i be charged some taxes or fees (such as health insurance)?

Pre-settled status is “limited leave to remain” in the UK. You can live in the UK, will pay tax if working. After five years residency you can apply for full settlement/ILR, leading to citizenship if you wish to go for that.

Bill for what? The application was/is free and you only pay tax and national insurance if you are working/earn interest/etc and assessed liable to pay. Note you may be liable for tax on earnings/pensions/other income you receive from abroad.

There's no bill for living here - but remember living costs are quite expensive in the UK.

The taxes for earnings from abroad was exactly why i was wondering, when is one considered a UK resident.

What kind of paperwork does one need to do to become/stop being a resident?

Anyone receiving income from any source is potentially liable to tax. Google HMRC the tax authority.
You have presettled so no paperwork required, when you apply for for full settlement you need to prove 5 years residency.

You just don't turn up in the UK, or if you are living here already you just leave, no specific form to leave - note the UK doesn't have a registration system like most EU countries, you can move around at will, leave, come back, as long as you either have residency or are British (of course).
