He contacted his local MP with a view to reporting this as fraud in the hope that it could be taken forward but the MP has confirmed that he cannot help.
What else should he do?

I would suggest the visa validity is 100% confirmed before any travel is undertaken. You will not readily be able to explain the situation at the point of entry. If the visa has been cancelled then that will end in a world of hurt and she will not have the right to enter.
