Switching to Spouse visa from tier 4

Couldn’t find the option to create a new topic so I hope you don’t mind me adding to this one
it’s related directly related to Switching to a Spouse visa

My brother is on a Tier 4, Student Visa he’s just recently got Married. His partner is a UK citizen but is also a student at his university. She studies fully time, works only part time and has a student loan. My brother is only allowed to work 20hrs per week with his visa coming to an end in September 2024. They wanted to apply to switch to a spouse visa but how on earth are they going to meet the financial requirements of £29,000 as students. They don’t have any savings.
