UK Visa Decision VFS

VFS Global for UK Visa says a decision has been made and asked me to resubmit my passport to the center because I applied under the Keep My Passport While Applying service. The email further states that I should do so in 28 days. Does it mean my visa has been approved or is there no certainty?

I really would appreciate your response because I am currently outside the country where I applied for the visa through VFS.

Regardless of what we think, you would need to travel back to resubmit your passport to ascertain what the decision is.
