Is Child Care Voucher a Public Funds?

Hi,

I am not sure if using Child Care Voucher constitute as a Public Funds.

Basically it is not a money given by the government.

“Employers can choose whether they run a scheme with the help of a childcare voucher company, or run it themselves. If your employer uses a company to run the scheme, they will either supply you directly with your childcare vouchers or will provide your employer with them, which they will then distribute to youâ€

If you ask me, this is not a public fund. In my company, some of my friends who are on Work-Permit, HSMP are using child care vouchers and they this doesn't come under public fund. Basically, you have to pay for the voucher from your salary. The benefit is they calculate the tax after deducting voucher amount from your gross salary. This is the benefit you get.
