Children born abroad can apply to register as a British citizen when one parent has become or has applied to become a British citizen AND the child and the other parent both have ILR.
So, the important question is, what is the UK immigration status of the other parent?
That's fine. The advice still stands.
At the very least, in order to register as a British citizen, the child needs to have settled status/ILR themselves and at least one parent to already have British citizenship or to have applied for British citizenship at the same time as the child.
