ILR after 5 years

A question for my brother-in-law:
He has spent 3 years and 9 months on a Tier 2 Dependant visa
He has spent 1 year and 4 months on a Spouse visa
Is he eligible to apply for ILR as he has completed 5 years in the country?

Tier 2 Partner: July'19 - 28th Aug'19 (Visa on passport to enter UK for BRP collection)
Entered UK on 8th Aug'19
PBS Dependant Leave to Enter: 2nd Aug'19 - 12th Sep'21
Dependant Partner Leave to Remain: 28th Aug'21 - 10th Dec'23
Spouse Partner Leave to Remain: 7th June'23 - 7th Dec'25

I assume his spouse settled while holding a skilled worker visa, then yes. Time spent under all the partner or dependant routes counts.
To do this correctly they should apply for ILR using form SET(O) as a Skilled Worker, Tier 2 or International Sportsperson dependant
