NO, if you are talking about Tier 2 (General)...

In order for you to apply or start processing your Tier2 (G)

-Your company should first get the Sponsership licence which takes 5-6weeks
-If you are not EEA or UK resident or ur's is a shortage listed job, your company shd advertise the vaceny for 2weeks?? in newspaper or proper media wait for 4weeks?? attend n respond the CV's and if no suitable candidates are available
- they will provide u with certificate of sponsership - 2days job
- and you get your tier2 G visa - 2-3days work...

as this process is new, the time may vary, i might not have completely/properly cover the issue so please do ur own duedilegence..

Is your IGS a one year visa, if so you can apply for PSW which is a safer bet while your employer sorts out the tier 2 licence.

There is no surety that your employer will get a licence and if it gets refused that will leave you with nothing but a journey home.

If they have not got a licence by the end of Feb apply for a PSW extention. This assumes you have only had one year on IGS and not two.
