What do you mean by "if no course was offered, book myself in one"? Can I actually enroll in a speeding awareness course even if I wasn't offered one? In any case it's not the points on the license that matter, just the fact you received FPNs. I strongly doubt they would reject an application for two speeding tickets if you've never offended before. I would still declare this in a cover letter and explain it was an oversight. If there is no course offer maybe book yourself a place for a course yourself as soon as possible and write it in your letter, so that you are showing you understood your mistake and will change your character.
