Strange question for my under 18 son first british passport

My wife and kids came to UK on spouse visa in April 2019. Got their ILR in Jul 2024. Applied for British citizenship in oct 2024 and got it on 20 Dec 2024. We applied for their first British passport. My wife application was approved for my one son they asked for his birth certificate to be send and for the other they asked a strange question
We need more evidence from you to help us with xxxxx xxxxx passport application.

Explain why xxxxx xxx is not applying for a passport in their country of birth

We need a written explanation to say why they are not applying for a passport in their country of birth.

Could someone tell what the case worker wanted to ask

Did you submit any of your foreign passports with the passport applications?

This is puzzling. Did you send this child's passport with the application? I assume child was born abroad?

Yes he was born in Pakistan. I did submit the old passport on which he entered the UK which is expired and the new one as well.

Then call and ask to speak to a senior case worker, and explain your case.

How I can speak with the senior case worker. How I can contact them. ? Any phone numbers to contact . I sent the documents and application to Corby Center .

You can call the passport advice line.
0300 222 0000

I personally think that a letter explaining that you apply from the UK because you live here should do it.
From understanding the child is registered citizen and was present in the UK when he got registered and still live in the UK. So I think it should be straight forward thing.
