IHS waiver fee evidence

Apology if this is not to correct section to post this, I havent been here for a while.

I applied for IHS waiver fee last week, received an email yesterday asking for more evidence. I submitted all the evidence regarding my finace, Income and expendature. can anyone advice as to what is meant by the following information received in email is below:

Evidence required:

§ Evidence of funds available to pay/part-pay the fee (what do they mean by this? I already gave my bank statement)

As part of the evidence submitted, we note that you have a combined balance across your accounts of £4000, which is sufficient to pay the immigration application fee(s). Please provide an explanation, along with supporting evidence, of why you would be unable to use these funds to pay the fee(s).

I gave my income and expendature breakdown which shows that if I pay both fees I have nothing left to cover my expenses.


§ Further Information
Please also provide any further information or evidence you have that you feel may assist the assessment including any financial, accommodation or other issues that may be occurring due to your current circumstances. What sort f information I can add?

Please advice, anxiously wait your comments/suggestion
